Everything You Need to Start a New Unit!
Step 1: Find Chartering Organization
- What is a Chartering Organization?
- Have a conversation with GHV Staff Member to start the process of recruiting an organization.
- Every potential chartered organization must complete this agreement which outlines the responsibilities of the new chartered organization as well as the Greater Hudson Valley Council: Agreement between chartering orgs & BSA
Step 2: New Unit Application
- The new unit application collects the key information about the new chartered partner including the Executive Officer and location of the new unit.
Step 3: Adult Leadership Identified, Recruited, and Trained
- All new adults must complete the BSA Adult Application.
- All registered volunteers must complete BSA's Youth Protection Training.
- All Training can be done at www.my.scouting.org (You do not need to be a registered member of the BSA to take Youth Protection Training)
Every new unit is required to have the following leaders:
- The Executive Officer of the Chartering Organization
- This person's information is collected via the New Unit Application. They do not pay dues.
- Chartered Organization Representative
- This leaders acts as the liaison between the troop and chartered organization and must approve all adult leaders.
- Must complete Youth Protection Training
- Committee Chair
- The Chair ensures the unit is following all BSA Guidelines, runs the Committee and overseees the program being run by the Unit Leader. Assist Unit Leader with any needs to run a successful program.
- Must complete Youth Protection Training
- Unit Leader (Scoutmaster, Cubmaster, Crew Adviser, Skipper)
- Oversees program of the unit, leads and guides youth.
- Must complete Youth Protection Training
- Two Members of the Committee
- These volunteers assume roles on the committee like treasurer or secretary. Must complete Youth Protection Training
- For Cub Scout Packs - Den Leaders
- Packs must have Den Leaders to run the Den's program.
- Must complete Youth Protection Training
- For Scouts BSA Troops - Assistant Scoutmasters
- Troops must have an additional ASM
- Must complete Youth Protection Training
- **Recommended** A unit should have additional assistants and committee members**
Step 4: Recruit Youth Members and Parents
- All youth need their parent/guardian to complete a youth application.
- Work with your Field Manager on developing a recruiting plan & order recruiting supplies.
- Units need a minimum of 5 youth to start.
Step 5: Turn In Paperwork
- Signed Chartered Organization Agreement
- New Unit Application
- Adult Applications with Criminal Background Check form completed
- Youth Protection Training Complete
- Youth Applications
- Membership Fees (Check with Field Manager on current fees)
- $100 Charter Fee
Who Signs the Paperwork??
- Chartered Org Agreement - Executive Officer, Chartering Org Rep, Committee Chair, and Local Council Representative (staff member)
- New Unit Application - Executive Officer and Local Council Representative
- Adult Applications - Signed by applicant & Chartering Org Representative
- Youth Applications - parent/legal guardian and unit leader or designee
