- ALLOW AT LEAST 2-WEEKS for processing all insurance requests. Completed Insurance certificates and signed facility use forms are sent back to the requestor to then be delivered to the facility directly.
- Please Note: For the Policy-March 1 2026 through March 1 2027 we still do not have the Umbrella/Excess Liability Follow Form from the insurance carrier that some facilities require for use of their property. Once available they will be sent out to the unit requestor as soon as possible.

Our insurance runs each year from March 1st to March 1st -As the Scouting America National Office renews the insurance policy, the updated insurance information is sent to the Council Office so we can then prepare your certificates.

Each year all certificate of insurance requests require a request form to be filled out. -As many schools and facilities insurance and liability requirements change year to year, we do not automatically prepare certificates as they expire.

Fill in all areas of the request form. The certificates we prepare must be exact on who the facility requires the certificate made out to and for how much. Filling out the forms incorrectly causes us to prepare incorrect certificates which then get bounced back to you usually right before an event and then there may not be enough time to prepare the corrected certificate.

BE SURE TO upload to the request form ANY contract, facility use agreement or permit applications from any facility requesting the certificate. -Most of these forms include Hold Harmless/Liability Agreements. No Volunteers should sign these forms, as they would then be personally held liable. As they are sent in to us, we forward on to the Scouting America National Legal Office to review the wording for approval before our Scout Executive can sign off on them. Once approved they will be signed and sent back to you.
CHARTERED ORGANIZATIONS: *Chartered organizations do not need a certificate of insurance. The chartered organization endorsement is a part of the insurance policy contract and is enforceable under the policy contract. They are covered by general liability insurance for all official Scouting activities held on the property/premises. Further details are within the annual Charter Agreement.
Certificates of Insurance for EAGLE PROJECTS:
These requests MUST include...- The exact address of the location of the work being performed.
- The exact dates of the work being performed--(if not known as an example, you can list "every weekend in April")
- The Scouts name who is running the Eagle Project
- Name of the project/brief description of work to be done

Insurance
Our Council carries accident and health insurance, through Health Special Risk, Inc. (HSR), on each registered Scout and Scouter in our Council. Out-of-Council units must provide their own accident and health insurance when using our facilities.
In the event a registered Scout or Scouter needs medical attention by an outside health care provider all fees and bills should be handled in the following manner:
- Complete an HSR claim form and be sure to follow the directions on the claim form completely. Do not send any completed claim forms and/or bills to the Council Service Center. HSR Description of Coverage
- This policy is in excess to any and all other available source of medical insurance or other healthcare benefits.
- It is the responsibility of the Scouter or parent/guardian of the Scout to ensure that their claim (if any) is submitted and satisfied. Please do not ask the health care providers to forward claim information or additional bills to the Council or Camp. In the event there are difficulties with a claim, you may contact the office for information and assistance (845) 566-7300.
