Reopening Agreement
Dear Scout Leader:
The Westchester-Putnam Council wants to ensure the safety of our Scouts, Leaders and Chartering Organizations. In the last several days, we have received several questions about Scouting face to face meetings and activities. We would like to be upfront with our leadership and address this now.
Since March 22, 2020, New York State has been on pause per Executive order of Governor Cuomo. New York State is in the process of reopening with a four-phase plan by regions. Our entire Council is in the Mid- Hudson region of this plan. Phase four of this plan is Arts / Entertainment / Recreation and Education. Our Scouting program for units (unit meetings, camping, outings and other activities) are in phase four of this plan.
As part of the re-opening of the Scouting program before a unit, patrol, or den meets face to face all parties (Scout Unit, Charter Organization and Meeting Location) must agree that the Unit/Group can meet. A reopening Scouting agreement is attached so that all parties can review this before phase 4 of the New York State Plan. This agreement must be signed and on file at the Council Service Center before any meetings or activities begin face to face. We suggest you work on the Agreement Form and submit it. That way you can start Meeting and/or Activities on day 1 of Phase 4.
We want to ensure you that the safety of our Scouts, Leaders and Chartering Organizations is our top priority. We have been working with local, state and federal agencies to ensure the safety of our membership.
